The Authority for the Responsible Use of Cannabis (ARUC) is currently accepting applications for the position of Senior Manager – PR & Communications.

We are seeking a dynamic and experienced professional to lead the Authority’s public relations and communications strategy. The successful candidate will be responsible for planning, executing, and evaluating impactful communication campaigns that effectively convey the Authority’s objectives and engage with key audiences, particularly youths and the general public.

Duties and Responsibilities

The Senior Manager – PR & Communications will be reporting to the Executive Chairperson or to any other person the Executive Chairperson may delegate for the purpose of assigning duties and responsibilities as applicable to the position from time to time. The selected candidate is expected to fully participate in the various duties that are undertaken by the Authority, including but not limited to:
  1. Strategic Planning & Campaign Management
    1. Develop and execute strategic communication plans to support the Authority’s goals, with a focus on educational campaigns targeting cannabis users.
    2. Oversee the planning, implementation, and evaluation of public awareness campaigns to ensure maximum outreach and impact.
    3. Monitor the performance of campaigns through KPIs and analytics, refining strategies to enhance effectiveness.
  1. Media Relations & Content Creation
    1. Build and maintain strong relationships with media outlets to ensure positive and accurate coverage of the Authority’s activities.
    2. Oversee the creation of engaging content for various platforms, including press releases, articles, speeches, social media, and multimedia materials.
    3. Act as the spokesperson of the Authority when required, delivering clear and impactful messages.
  • Stakeholder Engagement
    1. Collaborate with internal departments to align communication strategies with organisational objectives.
    2. Foster partnerships with external stakeholders to amplify campaign reach.
  1. Team Leadership & Development
    1. Lead and mentor a team of communications professionals, ensuring high performance and professional growth.
    2. Allocate resources effectively to manage multiple projects and meet deadlines.
  2. Crisis Communication & Reputation Management
    1. Develop and implement crisis communication plans to mitigate risks and safeguard the Authority’s reputation.
    2. Provide timely and effective communication during high-stakes situations.
  3. Market Research & Audience Insights
    1. Conduct market research to identify trends, preferences, and behaviours of the cannabis
    2. Use insights to tailor messaging and ensure campaigns resonate with the target audience.

Eligibility Criteria

Eligibility to Work in Malta

Applicants must fall under one of the following categories to be eligible to apply for this post.

a) Citizens of Malta.

b) Citizens of Member States of the European Union who are entitled to equal treatment to Maltese citizens in matters of employment by virtue of EU legislation and treaty provisions dealing with the free movement of workers.

c) Citizens of any other country who are entitled to equal treatment to Maltese citizens in matters related to employment by virtue of the application to that country of EU legislation and treaty provisions dealing with the free movement of work.

d) Any other persons who are entitled to equal treatment to Maltese citizens in matters related to employment in terms of the law or the law or the above-mentioned EU legislations and treaty provisions, on account of their family relationship with persons mentioned in paragraph (a), (b) or (c).

e) Third country nationals who have been granted long-term residents status in Malta under regulation 4 of the ‘Status of Long-Term Residents (Third Country Nationals) regulations, 2006’ or who have been granted a residence permit under regulation 18(3) thereof, together with family members of such third-country nationals who have been granted a residence permit under the ‘Family Reunification Regulations, 2007’.

f) In possession of a residence document issued in terms of the ‘Residence Status of United Kingdom Nationals and their Family Members in Malta in accordance with the Agreement on the Withdrawal of the United Kingdom and Northern Ireland from the European Union and the European Atomic Energy Community Regulations’.

The advice of the Citizenship Unit within Community Malta Agency and the Expatriates Unit within Identità should be sought as necessary in the interpretation of the above provisions. The appointment of candidates referred to at (b), (c), (d) and (e) above would necessitate the issue of an employment licence in so far as this is required by the Immigration Act and subsidiary legislation. Jobsplus should be consulted as necessary on this issue.

 

Working Languages

Applicants must be able to communicate fluently in the Maltese and English Languages.

Academic Qualifications and Experience

Applicants must be in possession of:

A qualification at MQF Level 7, or equivalent, in Communications and/or Marketing and/or Digital Marketing and/or Public Relations and/or Journalism or in relevant areas as determined by management.

OR

A qualification at MQF Level 6, or equivalent, in Communications and/or Marketing and/or Digital Marketing and/or Public Relations and/or Journalism or in relevant areas as determined by management plus two (2) years’ work experience in a relevant field.

Moral Character

Applicants must have a good moral character and are expected to submit a recent (not more than one (1) month old) police conduct certificate.

The Authority for the Responsible Use of Cannabis reserves the right to annul the result of the Selection Process of any successful candidate who at any time is found to have an unacceptable criminal record or has been dismissed from any Public Entity.

Salary

The salary attached to the post of Senior Manager – PR & Communications, shall in 2025 commence at €34,223 rising by increments of €641 annually up to a maximum of €37,603. The employee shall also benefit from an annual increase of €1,690, COLA included. With the prior approval of the Executive Chairperson, the employee may also be eligible for the following allowances if they are directly related to his / her duties within the Authority:

i) A communication allowance of €1,600 per annum

ii) An expenses allowance of €3,000 per annum

iii) A continuing professional development allowance of €1,165 per annum

iv) A warrant / technical expertise allowance of up to €3,000 per annum

v) A performance bonus of up to 15% on the gross basic wage

Terms and Conditions

i) The selected candidate will be engaged on an indefinite contract.

ii) The appointment is subject to a probationary period of twelve (12) months.

iii) The selected candidate will be expected to work on a 40-hour basis.
