ARUC strengthens Harm Reduction Measures with Controlled Introduction of Cannabis Resin Through Licensed Associations

The Authority for the Responsible Use of Cannabis (ARUC) has introduced an amendment to its regulatory framework, allowing licensed Cannabis Harm Reduction Associations (CHRAs) to produce and distribute cannabis resin. This development is a strategic step toward further fulfilling the objectives of the Cannabis Reform, particularly in reducing dependence on the illicit market and ensure a harm reduction approach.

Cannabis resin, a concentrated form of cannabis, will be produced exclusively from the same quality-controlled dried flowers currently cultivated by licensed CHRAs. Importantly, its production will be restricted to solventless extraction methods only, ensuring that the final product remains aligned with ARUC’s commitment to consumer safety and harm reduction standards.

This measure addresses a critical gap in the current framework. Until now, individuals who preferred resin had no legal avenue to access it, often turning to unsafe, unregulated sources. By extending legal access to resin, ARUC is supporting informed, responsible use while strengthening the harm reduction aspect of the reform.

To prevent unintended increases in consumption, ARUC has established clear equivalency rules. One gram of resin will be considered the equivalent of three grams of dried flowers, due to its typically higher potency. The existing personal possession and distribution limits -7 grams per day and 50 grams per month – will remain in force and will now apply to the combined total of dried flower and resin equivalents.

ARUC reminds the public that cannabis may only be obtained legally from licensed Cannabis Harm Reduction Associations listed on its official website. These Associations operate within a regulated, non-profit framework, offering adult users access to tested and traceable cannabis products in a safe and controlled environment.

This amendment is part of ARUC’s ongoing efforts to deliver on the promise of a reform that prioritises harm reduction and the displacement of the criminal market through safe, regulated access.
