The Authority for the Responsible Use of Cannabis (ARUC) is currently accepting applications for the position of Executive Officer – Inspector.

As an Executive Officer – Inspector, you will play a key role in supporting the Authority’s regulatory functions, including monitoring and enforcing compliance within the cannabis framework.

Duties and Responsibilities
The Inspector will be reporting to the Chief Officer (Compliance and Enforcement) of the Authority for the Responsible Use of Cannabis or to any other person the Executive Chairperson may delegate for the purpose of assigning duties and responsibilities as applicable to the position from time to time.
The selected candidate is expected to fully participate in the various duties that are undertaken by the Authority, including but not limited to:
i. Remains abreast of relevant industry-related knowledge and national laws and regulations.
ii. Undergoes any necessary training locally or abroad.
iii. Monitors seed to dissemination process including product labelling, product packaging and harvest batch testing to ensure it conforms with current and updated regulations.
iv. Conducts compliance onsite audits/inspections (announced/unannounced) according to the pre-established plan including plant counts, inventory counts, and other necessary compliance review.
v. Report any violation of the ARUC’s policies, standard operating procedures and directives and/or government regulations.
vi. Compile audit reports, provides the necessary feedback to the Associations and follow-up on Corrective and Preventive Action Plan (CAPA) and its closure within the stipulated timeframe set by the Authority.
vii. Identifying, on an ongoing basis, any issues which merit the attention of his/her superiors.
viii. Provides guidance to management on any potential updates to pertinent policies and their implementation that may be required.
ix. Assists with the updating of standard operating procedures and directives as may be required.
x. Interface with national law enforcement on compliance issues.
xi. Testify in his/her capacity in court proceedings on compliance issues.
xii. Assists Chief Officer (Compliance and Enforcement) in preparing any necessary documentation and compliance checklists.
xiii. Responds to management inquires and requests and resolves issues in a timely, friendly and efficient manner.
xiv. Make use of the Authority’s general-use vehicle, as required, to conduct site inspections and attend off-site meetings, ensuring compliance with all applicable driving and safety regulations.
xv. Performs any other tasks which the superior may delegate to him/her, as may be necessary.
xvi. Performs other duties as directed by the Permanent Secretary and/or his/her representative.

Eligibility Criteria
Eligibility to Work in Malta
Applicants must fall under one of the following categories to be eligible to apply for this post.
a. Citizens of Malta.
b. Citizens of Member States of the European Union who are entitled to equal treatment to Maltese citizens in matters of employment by virtue of EU legislation and treaty provisions dealing with the free movement of workers.
c. Citizens of any other country who are entitled to equal treatment to Maltese citizens in matters related to employment by virtue of the application to that country of EU legislation and treaty provisions dealing with the free movement of work.
d. Any other persons who are entitled to equal treatment to Maltese citizens in matters related to employment in terms of the law or the law or the above-mentioned EU legislations and treaty provisions, on account of their family relationship with persons mentioned in paragraph (a), (b) or (c).
e. Third country nationals who have been granted long-term residents status in Malta under regulation 4 of the ‘Status of Long-Term Residents (Third Country Nationals) regulations, 2006’ or who have been granted a residence permit under regulation 18(3) thereof, together with family members of such third-country nationals who have been granted a residence permit under the ‘Family Reunification Regulations, 2007’.
f. In possession of a residence document issued in terms of the ‘Residence Status of United Kingdom Nationals and their Family Members in Malta in accordance with the Agreement on the Withdrawal of the United Kingdom and Northern Ireland from the European Union and the European Atomic Energy Community Regulations’.
The advice of the Citizenship Unit within Community Malta Agency and the Expatriates Unit within Identità should be sought as necessary in the interpretation of the above provisions. The appointment of candidates referred to at (b), (c), (d) and (e) above would necessitate the issue of an employment licence in so far as this is required by the Immigration Act and subsidiary legislation. Working Languages
Applicants must be able to communicate fluently in the Maltese and English Languages.
Academic Qualifications and Experience
Applicants must be in possession of:
A qualification at MQF Level 4 (Advanced Level or equivalent).
OR
A qualification at MQF Level 3 (Ordinary Level or equivalent) and three (3) years working experience.
Moral Character
Applicants must have a good moral character and are expected to submit a recent (not more than one (1) month old) police conduct certificate.
The Authority for the Responsible Use of Cannabis reserves the right to annul the result of the Selection Process of any successful candidate who at any time is found to have an unacceptable criminal record or has been dismissed from any Public Entity.
Salary
The salary attached to the Post of Inspector Grade 7, shall in 2026 commence at €21,927 rising by increments of €336 annually up to a maximum of €24,279. The employee shall also benefit from an annual increase of €1,200, COLA included.
Terms and Conditions
i. The selected candidate will be engaged on an indefinite contract.
ii. The appointment is subject to a probationary period of six (6) months.
iii. The selected candidate will be expected to work on a 40-hour basis.
