Duties and Responsibilities

Reports to the Senior Manager (HR & Administration) and/or the Executive Chairperson.

The selected candidate will be responsible for managing and coordinating the Authority’s corporate and administrative operations to ensure the efficient running of the office functions, optimal resource utilisation, and compliance with established public procurement regulations and financial procedures. The Manager (Corporate) will contribute to maintaining a safe, well-functioning, and professional work environment that supports the Authority’s mission and objectives.

Key duties include:

i. Processing and verifying requests for payments related to office administration, supplies, and maintenance in line with approved procedures.

ii. Ensuring that cleaning, upkeep, repairs, and maintenance works at the Authority’s premises are carried out at the required intervals and to the desired standards.

iii. Engaging and supervising contractors and service providers in accordance with public procurement regulations and internal policies.

iv. Monitoring and maintaining stock levels of office supplies and consumables, ensuring timely replenishment and adherence to public procurement procedures.

v. Identifying needs for office equipment, furniture, and systems; initiating and managing procurement processes accordingly.

vi. Maintaining detailed records of office equipment, maintenance works, procurement activities, and service contracts.

vii. Coordinating health and safety measures within the Authority’s premises and ensuring compliance with relevant legislation and internal policies.

viii. Overseeing the management of corporate assets, including inventory control and asset disposal processes.

ix. Supporting the planning and organisation of corporate events, meetings, and training sessions.

x. Liaising with suppliers, landlord, and external partners to ensure smooth day-to-day operations of the Authority’s facilities.

xi. Drafting reports, correspondence, and internal publications as required.

xii. Supporting human resources and administrative functions, when necessary, particularly in matters related to office logistics and staff welfare.

xiii. Performing any other duties that may be assigned from time to time, and which are broadly related to the above responsibilities.

Eligibility Criteria

Eligibility to Work in Malta

Applicants must fall under one of the following categories to be eligible to apply for this post.

a) Citizens of Malta.

b) Citizens of Member States of the European Union who are entitled to equal treatment to Maltese citizens in matters of employment by virtue of EU legislation and treaty provisions dealing with the free movement of workers.

c) Citizens of any other country who are entitled to equal treatment to Maltese citizens in matters related to employment by virtue of the application to that country of EU legislation and treaty provisions dealing with the free movement of work.

d) Any other persons who are entitled to equal treatment to Maltese citizens in matters related to employment in terms of the law or the law or the above-mentioned EU legislations and treaty provisions, on account of their family relationship with persons mentioned in paragraph (a), (b) or (c).

e) Third country nationals who have been granted long-term residents status in Malta under regulation 4 of the ‘Status of Long-Term Residents (Third Country Nationals) regulations, 2006’ or who have been granted a residence permit under regulation 18(3) thereof, together with family members of such third-country nationals who have been granted a residence permit under the ‘Family Reunification Regulations, 2007’.

f) In possession of a residence document issued in terms of the ‘Residence Status of United Kingdom Nationals and their Family Members in Malta in accordance with the Agreement on the Withdrawal of the United Kingdom and Northern Ireland from the European Union and the European Atomic Energy Community Regulations’.

The advice of the Citizenship Unit within Community Malta Agency and the Expatriates Unit within Identità should be sought as necessary in the interpretation of the above provisions. The appointment of candidates referred to at (b), (c), (d) and (e) above would necessitate the issue of an employment licence in so far as this is required by the Immigration Act and subsidiary legislation. Jobsplus should be consulted as necessary on this issue.

Working Languages

Applicants must be able to communicate fluently in the Maltese and English Languages.

Academic Qualifications and Experience

Applicant must be:

  • in possession of a MQF Level 6 qualification (Bachelor’s Degree or equivalent supported by a formal recognition issued by the MFHEA).

OR

  • in possession of a MQF Level 5 qualification (Undergraduate Diploma Level or equivalent supported by a formal recognition issued by the MFHEA) and three (3) years relevant work experience.

OR

  • in possession of a MQF Level 4 qualification (Advanced Level or equivalent supported by a formal recognition issued by the MFHEA) and ten (10) years relevant work experience.

Moral Character

Applicants must have a good moral character and are expected to submit a recent (not more than one (1) month old) police conduct certificate.

The Authority for the Responsible Use of Cannabis reserves the right to annul the result of the Selection Process of any successful candidate who at any time is found to have an unacceptable criminal record or has been dismissed from any Public Entity.

Salary

The salary attached to the Post of Manager shall in 2025 commence at €31,684 rising by increments of €596 annually up to a maximum of €35,856. The employee shall also benefit from an annual increase of €1,652, COLA included. With the prior approval of the Executive Chairperson, the employee may also be eligible for the following allowances if they are directly related to his/her duties within the Authority:

i. A communication allowance of €1,000 per annum

ii. A warrant/technical expertise allowance of up to €2,000 per annum

iii. A performance bonus of up to 15% on the gross basic wage

Terms and Conditions

i. The selected candidate will be engaged on an indefinite contract.

ii. The appointment is subject to a probationary period of twelve (12) months.

iii. The selected candidate will be expected to work on a 40-hour basis.
